When Tipuric held the player up and the ref shouted 'Maul' how was it not a penalty to the Lions when the Chiefs player sprinted into the maul taking it down?

When Tipuric held the player up and the ref shouted 'Maul' how was it not a penalty to the Lions when the Chiefs player sprinted into the maul taking it down?
The mauls that are formed from a tackle are reffed completely differently. I made that point in another thread - seems fine to take those mauls down. No idea why.

Every team has been living offside in this series. It's a refereeing problem.
The rucks are always a lottery, especially when interpretation is involved.
