Every team has been living offside in this series. It's a refereeing problem.
The rucks are always a lottery, especially when interpretation is involved.

How come the yelling at lineout time is still a thing?
How is it any different to an early push or closing the gap at scrum pre-set time?
It's time wasting, just free-kick them.
Christ. In this sport not being as good a prop as your opposite can be a cardable offence. Just let the teams know you won't tolerate unsportsmanlike & time-wasting behaviour.
