It's my impression that he relies a lot on the TMO. Sometimes he lets play continue but talks to the TMO and then the TMO has a look.

That was only checked because 78 minutes was on the clock. Time on the clock shouldn't matter. Was never going to be a yellow card so should not have been checked.
