 Even I didn't know he had to place the ball.. Does this rule apply to ankle taps?

 Even I didn't know he had to place the ball.. Does this rule apply to ankle taps?I'd be happy if it did-- but it usually doesn't. Ref could (and shoudl) have checked on the big screen. Hope it's not important at the end of the game
