Probably a fair enough penalty there, BUT, the ref tells the 9 to use it, the 9 decides he knows better and doesn’t use it, a few seconds later penalty Reds?

I don't subscribe to the theory a ref should determine when a scrumhalf should take the ball out of a scrum.
