Something world rugby needs to look at is the box kicking from the base of a ruck and the fact that there are always half a dozen players in front that don’t retreat.
Not only that but they actively chase and disrupt the space.

They don't have to retreat. Just not move forward until put onside. Normally they're put onside immediately by a chaser running past them.
