He only has a set amount of time, and he's already begun his approach so he had to kick it. Not actually sure if he was allowed to pick it up and drop kick it.

Yes he's allowed to do that. You've got a minute to take it (well it used to be that). How it's taken is up to the kicker.

It's 90 seconds (from scoring) for a conversion. 60 seconds for a penalty
