The ball bounced like that because of how he kicked it if you watch the replay.

The advantage for 17 not rolling is BS, the rebels player was holding his jersey as he tried to roll

Taking a loosie off doesn't always work. See Bledisloe in Brisbane last year.
Sure taking off anyone is a negative.
The Highlanders found plenty of space down that wing. NZ sides almost always take off a loosie
