Sounds like somebody was complaining about that to the ref that time - and he replied that if somebody pulls the "head contact card" - there's not much choice.
So... why don't they make it - as soon as somebody pulls the "head contact card" - they are automatically off for HIA, and no chance to have the coaching/chat.
