we come with rules like 50/22 and goaline dropouts to speed the game up and then we come up with water breaks which slows the game down again .not to mention it’s 13 degrees in Wellington

@Steven-Harris You know that you still sweat when playing, don't you? Even if it isn't warm. Players need to drink to prevent dehydration even in these conditions.

These drink breaks prevent waterboys coming on whenever a team needs a breather.

Edit: The only problem it doesn't solve is that players can still fake injuries if they want to catch their breath.
