Ref's extremely relaxed on players holding the ball on the ground again. I bet that does a complete 180 for the next game

Not likely. Ref is right that the jackler has to have a good go at the ball.
I was at a semi-pro game recently where a ref blew 19 PKs for holding on (seriously). I spoke to the ref assessor afterwards and asked him what he thought. He said the ref was far too quick to blow the instant someone was over the ball. It ruined the game.

Sure but when he's actually dragging the tackled player around while both hold the ball I think it's swung a bit too far...
