I believe there is a law that bans that.
However that is beside the point. I don't know of any reason why a halfback can't play the ball with his feet in the scrum, so long as he is onside.

The law specifies which players are part of a scrum and it doesn't include the halfback:

When both teams have 15 players, eight players from each team bind together in formation. Each team must have two props and one hooker in the front row and two locks in the second row. Three back-row players from each team complete the scrum. Sanction: Penalty.

That's for forming a scrum, not during a scrum. It's a stupid distinction, I agree, but it's a stupid as saying that someone can do something that isn't explicitly stated when it's explicitly stated what everyone else can do.
