He's not within the scrum so he isn't allowed to ball the ball with his feet.

There's also no law that explicitly says the halfback can't join the scrum and start pushing. So you're saying that's legal too?

That's for forming a scrum, not during a scrum. It's a stupid distinction, I agree, but it's a stupid as saying that someone can do something that isn't explicitly stated when it's explicitly stated what everyone else can do.
