Merhts made a good point that while it was def. the right decision, the Chiefs feeling it should have been a card was understandable because of reffing inconsistency.

He's not within the scrum so he isn't allowed to ball the ball with his feet.
24 Any player within the scrum may play the ball but only with their feet or lower legs and they must not lift the ball. Sanction: Penalty.
