Thread Title visibility

The thread titles were not always visible on the updated theme. A few people noticed this @Bovidae @Kruse @Stargazer

It was really annoying so I've made a slight adjustment today

On the mobile screens the thread title will appear above the tool bar

On larger screen sizes it will appear below the thread timeline thing. Along with the Sub forum tag and any thread tags

You may need to refresh to see the change

Let me know if this is working ok, or if this has had any negative effects elsewhere
