The hooter hadn't sounded when the penalty was given and you can still kick for the corner now from a penalty even with time out. Massive opportunity lost for the Hurricanes to put the game to bed. Chiefs lucky to be as close as they are.

Should that matter? He's kicked the ball and is chasing...

"A player must not intentionally charge or obstruct an opponent who has just kicked the ball.

Sanction: Penalty. The non-offending team chooses to take the penalty either:
At the place of the infringement; or
Where the ball lands or is next played but not nearer than 15 metres from the touchline."

Suppose it depends on what 'just' means but the idea of the challenge is to take out the only chasing player regardless...
