That's thoroughly untrue and you know it.
The way I saw it was that there was a scrum awarded from where the kick had been taken. Then because there was foul play after the ball went dead, a penalty was awarded from where the play was to resume.
I think that’s fairly consistent when foul play is called.
The merits of the foul play call is another issue.
