The way I saw it was that there was a scrum awarded from where the kick had been taken. Then because there was foul play after the ball went dead, a penalty was awarded from where the play was to resume.
I think that’s fairly consistent when foul play is called.
The merits of the foul play call is another issue.

Yeah, figure Doleman was hamstrung by where play was to restart? Nothing to do with it being a kick though...
