If you call the first one dynamic movement, he cant place it the second time (is my read at least)

You don't think he was tackled? It's pretty fucken simple - can't hold the player on the ground, tackler must release. If that's the rules then tackles like that must be called correctly.

Or would you rather players having to hold the player on the ground?
