The bigger factor being the strength of the Samoan and Tongan teams.

When contacted by Stuff, all Hong Kong Rugby Union chief executive Robbie McRobbie would say was that he was aware of the situation and that it was currently being worked through with both his union, Tonga, and World Rugby.

So was this bought to WR's attention by HK?
