I don't really follow 7s or the Olympics but why so few teams? Surely there's more than 12 teams that want to take part?

12 seems to be standard for Olympic team sports (basketball etc)

Plus the annual Sevens World Series has 12 teams in men's and womens

The teams are ranked 1-8 based on wins and PD. Finishing 1st in your group is an advantage. Here are the QF matchups:
