It's just odd as we have had these rules for a number of years now and I haven't really seen any reduction. If anything I have come to expect yellows every game.
They changed the framework 2 years back and now it's a focus
But every game seems to have different rulings.
Interpretations

That's why they call them Laws of Rugby not Rules of Rugby
