They can give guidance to refs, but once it's in the game, not like they call up the TMO and give instructions. He's talking mostly arse, wilfully ignorant of how it works. You will note that I did say that Borthwick was not saying WR got it wrong over Farrel and nor was I. If anything, IMO, he ended up getting off lightly. What he DOES say is that there is a lack of clarity and consistency around this particular issue. Perhaps bringing the Farrell incident into the discussion makes him look a whiney tit and perhaps he is trying mind games, but the gist of what he is saying is much the same as many coaches and any number of people on here have been saying.
