It’s supposed to mean your using terms that aren’t really racist but a racist would agree . Like one one of those whistles only a dog can hear .
It’s a way of labelling someone a racist with very tenuous evidence.
Gaslighting is another classic , ie “ im not fucked in the head , my opponents are gaslighting me” get fucked you are probably nuts . You’re at the very least mentally weak if this is what you’d rather do than actually debate what you’re claiming.

Yeah it's very strange, particularly for someone as leftwing as Cleese. Who was he dog whistling to? His mates on the right?
