Ahead of the kicker

This has been bugging me for a couple of years, but have I missed a rule change or something? It's incredible the number of times I see chasers ahead of the kicker regather the ball without being penalised. Has something changed or are referees just ignoring this rule, or am I out of touch? lol..

Nothing's changed. There have been instances where the ball has been touched in flight/partially charged down which puts everybody on side (same as it's always been).

They've been pretty vigilant this year I thought 
Case in point was the crusaders disallowed try against the tahs last week when todd was nowhere near the play, but still called on it

Yeah and it's very obvious as well. I recall a couple of seasons ago there was a match where one side got done twice in the same game. And I thought great they are actually enforcing the rule. But I've hardly seen one called since.

I'd like to see a couple of people get pulled up for kicking off on the wrong side of the line. It is a small thing, but it annoys me because it is so obviously being done on purpose.
 
Two penalties or even just scrums back and it would never happen again.

For that matter, kicks for touch being taken metres in front of the mark are annoying. I understand being in the vicinity, but saw one recently where the guy was 5-6 metres in front with his plant foot. 
 
It's minor, but so are not-straight lineouts. Police that please referees.

i think goal kicks are worse. Foley on Friday had one that was 45 out, but as soon as the ref turns his back it was 43 out. cheeky bugger.

was that one where he kept replacing his kicking tee? I thought it was well done by him given he's not a long range specialist
