Yellow Cards : How Long Is Too Long?

Been watching my local ice hockey team the Cardiff Devils this season - one preseason warm-up two weeks ago and a league match last night
3 periods of 20 mins stop time so not hugely different to a Rugby Union match
Penalties are determined very quickly and transgressors sent to the box for 2 mins for most offences
There’s a real sense of urgency to use that 2 minute one man advantage
Is a 10 minute YC too long? Especially for ‘rugby incidents’ or clumsiness
Should we reduce it to 5 mins?
Less overall impact on the match, especially for the underdog
May encourage teams to actually attack more when they have the numerical advantage

Yeah - I've been considering this for a little while... lean INTO yellow cards, but shorter, and call them "Power-Plays".
BUT - with ice-hockey it kinda works because they WANT to see "dirty play" - they love the fights and shit. Would this just be encouraging head-high tackles and the such? Would it finally be what is the fear of every paranoid northern-hemisphere newspaper, enabling "tactical thuggery"? -

i dont think it really works
a) hocky is much faster, you could have several scoring opportunities in 2 mins, much slower to get from one end to the other in rugby...which leads to the second point
b) a person going in the bin is the equivalent of 2.5 people on a rugby pitch as far as the hole it leaving in the defence. one player often doesnt make a huge difference to a rugby team, one try in a 10min period would be a good result...teams could hustle for 5min and make it mean little
