Those 3 cities are all being used for FIFA World Cup games this year. Whilst the dates dont clash - that's probably enough disruption for one year sporting fixture wise.
I'll also add - whilst Metlife Stadium in New Jersey is being forced to switch to grass pitch for the 2026 FIFA World Cup (including the final) i'm pretty sure they are reverting back to their shitty synthetic pitch for the NFL Season. They have the worst turf in the league. Foxboro near Boston has synthetic turf too for NFL.
Baltimore has a natural grass pitch. So does Philly but there may also be issues with dimensions with some of these stadiums in terms of the ability to fit a rugby field in the stadium (I believe Solider Field in Chicago technically doesnt meet the requirements but receives an exemption).

Yeah plus I would imagine Baltimore are throwing money the way of the two unions, or making it worth their while some way or other. NYC or DC or many of the other cities have no reason to roll out the red carpet - they have plenty of international visitors coming to town at all times of he year.
It's a smart play for them -;they are amongst the teams bidding to host matches in 2031 and this will give their bid a real boost since they will be able to point to successfully hosting a test match. I believe they have had the Springboks there in the past too.
