    One thing I've noticed during my lifetime is our decreasing ability as individuals or small groups in society to effectively enforce fundamental social norms.
    Increasingly we need all manner of authority intervention to settle pretty obvious anti social situations.

    The upshot of all this is that if you strategically planned and executed a way of life where social approval meant nothing, there's fuck all ways we have of stopping that behaviour or even coping with it.

    What to do with people that violate or ignore long held social contracts?

    What do you do with people that won't pay fines and aren't deterred by the threat of jail (even on rare occasions where it gets that far)?

    You can only remove them from your territory and even that's fraught with damning disapproval.

    This is really evident in developing countries with slack law and order, where a community lead hiding takes the place ( bloody effectively to a point, I might add). But not in "civilised" 1st world.

    The way things stand now these antisocial groups and individuals know that they'll face little or no consequences, and will be significantly empowered, and we'll have to clean up the mess because of public relations

    Frustrates the fuck out of me, but that's what we've got because we have no plan B for 1 or 2 percent who don't give a fuck in a physical world

    I think a lot of it is down to the fact police aren't allowed to smash people's kneecaps in and chuck them in the cells for the night anymore.

    They have to actually talk to them now and they're paranoid ( rightfully so ) that some feral fuck and his ten mates will have their camera phones at the ready just itching for any potential police brutality.

    Fining/pinching them is easier said than done. The police and or council will need to prove that it was them that did the littering etc. That would mean members of the public being willing to provide a statement and attend court if necessary. An hour and half for the statement and then giving up a whole day's work (possibly more) to attend court if the grubs plead not guilty. And that is even if the police/council can prove which individual(s) from the group did the littering/public nuisance

    Some down here but not too many and not too feral. However I lived in NW Kent for a number of years so the subset is well known to me.

    It's the price we pay for our individual rights and freedoms. I take your point, and like everyone I'd like to see these assholes held to account, but it's a sacrifice I'm willing to pay if it means the government stays the fuck out of my business.

    Poor old police are fucked either way. If they didn't pursue and those munters ended up bowling some poor pedestrian they'd be hauled over the coals by all the armchair Dirty Harrys for lack of action.

    I genuinely feel for cops in that situation.

    I'm not overly concerned if someone crashes and dies while fleeing the police. Seems like a pretty easy situation to avoid.
