<p>Drones have made the skies a safer place from which to wage war, but with military researchers getting ever closer to developing machines that can fight on the ground, artificial intelligence experts are getting nervous.</p>

<div>Stuart Russell, computer-science professor at the University of California, says it's only a matter of years before machines capable of deciding for themselves who should live and die are ready to fight.</div>

<div>But lethal autonomous weapons systems [LAWS], as the United Nations has dubbed them, are not covered by any existing international laws.</div>

<div>"The stakes are high: LAWS have been described as the third revolution in warfare, after gunpowder and nuclear arms," Dr Russell writes in today's issue of scientific journal Nature.</div>

<div>He says it's time for scientists to take a stand against the development of such weapons, which "will leave humans utterly defenceless".</div>

<div>"Doing nothing is a vote in favour of continued development and deployment."</div>

<div>The only thing holding autonomous fighting machines back will be the laws of physics themselves," argues Dr Russell. Smaller, more agile machines are harder to target, but won't be able to carry heavy payloads, for example.</div>

<div>"The AI [artificial intelligence] and robotics science communities, represented by their professional societies, are obliged to take a position, just as physicists have done on the use of nuclear weapons, chemists on the use of chemical agents and biologists on the use of disease agents in warfare."</div>

<div>He points to the US, UK and Israel as being the leading developers of LAWS technology.</div>
<div> </div>
<div>Supporters claim it could potentially minimise civilian casualties by eliminating human error and bias, but opponents say it increases the likelihood of war breaking out by making it easier to wage without risk – not to mention the "catastrophic" damage a rogue or terrorist group could cause, according to Dr Russell.</div>

<div>Germany has pushed for an outright ban, saying it "will not accept that the decision over life and death is taken solely by an autonomous system", while Japan has "no plan to develop robots with humans out of the loop, which may be capable of committing murder".</div>
