Analysis from ITV (Bloody good, BTW ) saying it was for a swinging arm.

And questioned what a player is supposed to do with his limbs when falling down

It only becomes a a swinging arm when there is contact with the head, otherwise it's a standard tackle

I think the confusion stems from setting yourself low initially, then he falls , it’s hard to mark adjustments , especially if you are a big bloke
