I wonder if holding on should be a free kick and not a penalty, it seems the flow on effect has been the box kick and total risk aversion to anything within your half.

It’s aggravating. The default now for most international teams is – if in doubt box kick it. Compounding it is that the chance for turning it over is enough where coaches will refuse to play in their own half. When both teams have that mentality we’re stuck between the 22s box kicking and hoping for the other team to screw it up. It sucks but I don’t see an solution which won’t introduce an unintended consequence. Not sure if World Rugby even see it as an issue either.?

I reckon start by removing the caterpillar ruck, allowing the 9 to roll it back and set for the box kick.

Agree with @MiketheSnow hands on, you are free game, like it used to be as opposed to the roll it back, move it into ideal position, head up looking if the kick is still on, wait, kick

Your players should be protecting the halfback, getting more players to the ruck opens up space. One of the worst law changes.

Another way to limit the caterpillar ruck would be to tweak the "use it" law. Call it quicker and have less seconds to play it

That would stop the slo-mo setup and increase the chance of error.

Keep the time the same, and call it earlier when the ball is playable. Less time to set up the abomination.
